The Howard County State’s Attorney’s Office and Howard County Police Department are announcing the indictment of an Owings Mills man on 68 charges for allegedly recording dressing room and upskirt videos of women and illegally accessing private media of patients and coworkers at a Columbia dental office at which he worked.
Delano Draine, 43, was indicted by a Howard County grand jury on various peeping tom, visual surveillance, theft, and computer crime charges. He is being held without bond at the Howard County Detention Center.
On Dec. 9, 2023, a 16-year-old female victim reported that while in a dressing room at a clothing store in The Mall in Columbia, she observed a male suspect recording her over the door. Through investigation, police identified Draine as a possible suspect and later in the month seized various evidence through search warrants.
An extensive analysis of Draine’s digital devices and additional search warrants revealed the scope of his activity. Detectives recovered numerous upskirt and dressing room videos of at least 11 unidentified female victims at various locations in Howard County and additional victims throughout the region.
The indictment also alleges that while working as a dental assistant, Draine captured the cell phone passcodes of women – both patients and coworkers – by recording the victims using their phones. Then, when he had access to their phones, he went through their media galleries and recorded their personal videos and photos on his phone. Detectives believe they have identified all the victims from the dental office, totaling 37 women.
To this point, detectives do not believe any of the recovered media has been posted on social media or public websites. The investigation is ongoing.
Indictments are only allegations. All persons charged are presumed innocent unless and until found guilty in court.
