The St. Paul Street Pocket Park project (C0337) will improve County-owned parcels along the north side of St. Paul Street in Historic Ellicott City. The project will create a terraced park space along with a new pedestrian connection between Lower Main Street and St. Paul Street. The project will also facilitate critical emergency egress, providing pedestrians access to safer, high ground areas.
This project is currently in the planning and design phase. Howard County Government is seeking feedback on the conceptual plans for the St. Paul Street Pocket Park through Winter 2025. Complete the public survey below!
Project Background and Schedule
As part of EC Safe and Sound, along with the Ellicott City Watershed Master Plan (Policies 8.6 and 8.7), the new park will be terraced along the existing hillside. The Park's ramps, stairs, decks and landscaped areas will be a part of the "green cultural trail" network. Interpretation of the former mill race will also be considered. Wayfinding and lighting will be included to enhance pedestrian safety and to highlight specific features of the Park.
Preliminary design of the Park is underway and a community engagement meeting was held on November 12, 2024 to explain the project and garner public feedback of the conceptual layout for the Park. Information provided at this meeting is posted below.
Design of the project should be completed by mid-2025 with construction to follow, provided requisite funding is available.
