The Planning Board's role is to guide the orderly growth and development of the County through the approval of development plans, as well as recommendations to the County Council and Zoning Board on all matters relating to planning and zoning, including the County's General Development Plan, zoning map amendments and zoning regulation amendments.

Please note the deadline for registration for virtual participation is 1 business day, no later than 7:00 pm, before the scheduled meeting.

Notice of Public Hearing

The Howard County Planning Board will hold a public hearing on the Department of Public Works update to the 10 Year Solid Waste Plan. The hearing will be conducted both on-site & virtually. The on-site location is the Banneker Room, of the George Howard Building, 3430 Courthouse Drive, Ellicott City, MD 21043. The hearing can be attended virtually by registering at https://www.howardcountymd.gov/boards-commissions/planning-board. Registration for virtual participation must be completed prior to 7:00 pm on June 4, 2025. For any updates to the hearing location, please check the Planning Board website at the link above. This notice is provided as required by Section 16.900.j(1) of the Howard County Code.

In accordance with the County Code, the Department of Public Works must complete a plan that indicates the capital improvements to the County's solid waste acceptance and disposal systems to be constructed during the next ten years in order to implement the housing and employment growth projections of the County's general plan and the master plan for solid waste adopted pursuant to the requirements of the natural resources article of the Annotated Code of Maryland.

Meeting Schedule

The Planning Board typically meets the first and third Thursday of each month beginning at 7:00 pm in the Banneker Room of the George Howard Building (3430 Court House Drive, Ellicott City, MD 21043). Alternative dates may be scheduled at the discretion of the Board. Meeting agendas and all supplemental materials are posted to the Planning Board website two (2) weeks in advance of the meeting date.

Testimony Procedures

For those who will be speaking/participating in the meeting, pre-registration is required and must be completed by 7 p.m. one business day before the meeting.

If you would like to provide written testimony, it must be submitted by 7 p.m. one business day before the meeting. Email all testimony to planningboard@howardcountymd.gov.

*If this is your first-time providing testimony in a virtual public meeting and you have questions or if you don’t have access to a computer and would like to provide testimony via telephone, please contact the Department as soon as possible at planningboard@howardcountymd.gov so that staff can assist you with registration or answer any questions you may have.

**Following these deadlines will greatly assist with the Department with facilitating virtual public meetings. The registration and submission deadlines are preferred but won’t be required until the Planning Board officially adopts their revised Rules of Procedure.

As part of the HoCo By Design public engagement process, DPZ will present the draft plan policies and invite Planning Board questions and input. Member of the public may view the HoCo By Design Workshop, however, this engagement activity is limited to Planning Board discussion.

The Planning Board, along with the public, will be invited to provide feedback on the draft plans using a comment form through January, 2023. This feedback will be used to finalize the plans which will be presented to the Planning Board at a public hearing in 2023.
