The Planning Board's role is to guide the orderly growth and development of the County through the approval of development plans, as well as recommendations to the County Council and Zoning Board on all matters relating to planning and zoning, including the County's General Development Plan, zoning map amendments and zoning regulation amendments.
Please note the deadline for registration for virtual participation is 1 business day, no later than 7:00 pm, before the scheduled meeting.
If you need special accommodations, please contact the Department 5 business days prior the meeting at planningboard@howardcountymd.gov.

The Planning Board typically meets the first and third Thursday of each month beginning at 7:00 pm in the Banneker Room of the George Howard Building (3430 Court House Drive, Ellicott City, MD 21043). Alternative dates may be scheduled at the discretion of the Board. Meeting agendas and all supplemental materials are posted to the Planning Board website two (2) weeks in advance of the meeting date.
For those who will be speaking/participating in the meeting, pre-registration is required and must be completed by 7 p.m. one business day before the meeting.
If you would like to provide written testimony, it must be submitted by 7 p.m. one business day before the meeting. Email all testimony to planningboard@howardcountymd.gov.
*If this is your first-time providing testimony in a virtual public meeting and you have questions or if you don’t have access to a computer and would like to provide testimony via telephone, please contact the Department as soon as possible at planningboard@howardcountymd.gov so that staff can assist you with registration or answer any questions you may have.
**Following these deadlines will greatly assist with the Department with facilitating virtual public meetings. The registration and submission deadlines are preferred but won’t be required until the Planning Board officially adopts their revised Rules of Procedure.
