ELLICOTT CITY, MD – Howard County’s Department of Public Works (DPW) will hold a public meeting on Tuesday, October 1 at 7:30 p.m. in the cafeteria of Mayfield Woods Middle School, located at 7950 Red Barn Way in Elkridge, to present plans for two nearby capital projects: Capital Project D-1178, Woodcrest Drive Principal Spillway Replacement and Water Quality Retrofit Project and Capital Project D-1176, Woodcrest Drive Stream Rehabilitation Project.
For Capital Project D-1178, DPW’s Bureau of Environmental Services plans to repair an existing stormwater management facility and provide water quality treatment for stormwater entering the pond adjacent to 6340 Woodcrest Drive in Ellicott City. The project will include modifying a forebay at the storm drain inflow and grading of the pond’s bottom to provide greater water quality treatment. In addition, the existing corrugated metal outfall pipe and riser will be replaced with a concrete outfall pipe and riser structure, and riprap will be placed at the outfall to reduce erosive velocities. This project is expected to begin by early winter 2020.
Capital Project D-1176 will stabilize four tributaries: South Branch, North Branch, Headwater Tributary 1 and Headwater Tributary 2, to Deep Run. The restoration area extends from Mayfield Woods Middle School upstream to a site near 8089 Woodloo Drive and will utilize a variety of in-stream structures to reestablish a more natural stream and floodplain condition. This work will create a more functional environmental system and increase the variety of wildlife habitats. The project will also reduce sediment, nitrogen and phosphorus leaving the restored stream channels, improving the water quality within the site and downstream. Additionally, the project will include the replacement of the culvert beneath the walking path and pedestrian bridge. As a result, during construction, the walking path from Woodcrest Drive and along the stream will be closed. Howard County Public School System will ensure safe transport of students during the construction period by providing bus services. This project is expected to begin in late summer 2020.
The meeting will include a presentation and discussion of both project plans, followed by an open discussion. County and Howard County Public School System staff will be on hand to answer any questions and gather public comments.
Both projects are funded through the County’s Watershed Protection and Restoration Fund.
