Howard County has prepared Stormwater Pollution Prevention Plans (SWPPPs) for county facilities that conduct industrial activities. This is required in order to comply with the 1990 amendments to the Clean Water Act and the Maryland Department of the Environment General Permit 20-SW, which authorizes the discharge of stormwater associated with industrial activities.
The purpose of a SWPPP is to identify potential sources of pollution which may reasonably be expected to affect the quality of stormwater discharges from the site. It also serves as a framework for pollution prevention activities and a guidance document for implementing Best Management Practices (BMPs) to minimize stormwater pollution.
