ELLICOTT CITY, MD – Howard County’s Department of Public Works’ Bureau of Utilities has announced it is resuming its residential water meter replacement program effective immediately. As existing water meters in the system are approaching their useful life, with some already failing resulting in the need to estimate water bills, it is vital these meters be replaced to ensure accurate and timely water usage data is obtained. 

Launched in the fall of 2019 with a goal of replacing all residential water meters in three years, delays caused by COVID-19 pandemic-related supply chain issues slowed the Bureau’s progress. To date, the Bureau has successfully replaced nearly 49,000 residential water meters and with its renewed efforts, hopes to replace the remaining 23,000 water meters over the next two years at no cost to county water customers.

To complete the water meter replacement program in a timely manner, the County has contracted with Vanguard Utility Service for assistance. As most of the water meters are located indoors, access to one’s home by appointment will be needed. Appointments should last no more than 20 to 30 minutes.  

Residents will receive notification in the mail prior to meter installers arriving in their neighborhood. This notification will include contact information for Vanguard Utility Service so residents can schedule their water meter replacement appointment. Appointments are currently available Monday through Friday from 8:00 a.m. to 5:00 p.m. Saturday appointments will also be available, but on a first come, first-served basis. 

For your appointment, residents are asked to please have someone 18-years or older present to admit the technician. Authorized Vanguard Utility Service technicians will be in uniform and have a Howard County Government photo ID badge. Additionally, please make sure your meter is accessible by clearing obstructions from around the water meter area within a five-foot radius.
